Would it be possible to implement an algorithm that would distribute cargo over several nearby industries?

For example:
* 1 station has access to 3 factories, all 3 factories receive the same number of goods dropped in the station. As such, the limit of goodsproduction/Steelproduction/... from an industry could be increased by building one or more extra factory's.
