Removal of roads, includes foundation costs. Removing a road on an edge is therefore more expensive then removing a road on a normal game tile. This seems inconsistent with the fact that rails on edges or on normal tiles, still cost the same for removal. Also heliports do not take these extra foundations into account when removing.
I suggest to excluded foundation costs for removal of roads on edges.
(No need for savegame,it can be easily reproduced)
