George opened the ticket and wrote:

The following code should disallow same class 15 squares around

but as you can see on the picture, there are 2 banks nearby. The problem happens only in one direction (to NE or SE, can't understand which one was generated first).

Note. Set param to 5 and town size factor to 5 and generate a new game to see.
