I found this since

- Change: [NoAI] Load the API before compiling an AI script
so AIs can subclass API classes and use API constants
as part of their own constants (r17043).

...and also make them possible to disobey the 10,000 ticks rule. However if there was DoCommand there, OTTD will crash instead of AI.
