I got this issue when playing a random game. An oil rig spawned together to other, in such way that one of them can't be reached by oil ships. Somewhat random, but nothing severe. Look for San Cristobal West (or San Cristobal Oeste, if the language didn't change).

You're basically asking for a 'build industries close together, but don't box them in so they become unreachable' feature.

#3585 reports industries without gaps - making it impossible for players to build routes. That's a severe gameplay problem. The fix might of course be the same :)
