FS#3085 - Random triggers for multi-tile houses do not behave as documented

According to the TTDPatch Wiki, random trigger 02 should give all tiles of a multi-tile house the same random bits, updated in the periodic tile processing loop.

This does not seem to be working. The problem can be seen for example with the modern fire station in TTRS3.
