Terkhen opened the ticket and wrote:

When there is no space for more towns in the scenario, the "Many random towns" command does not show any error message. You can test this loading the attached scenario and trying to build many random towns (or just create an empty scenario and build many random towns until there is no space for more). No towns are built and there are no error messages. The attached diff file solves the problem.
