Appearently towns do not build any roads or buildings on the northernmost (= upper left) row of tiles of the map.
Tested in scenario editor with "expand" button; see screenshot.

Apparently, it's the same for the eastern (upper right) edge, but NOT for the western (lower left) or southern (lower right) edge.

The question is whether not building towns on the edge really is buggy behaviour, as long as it always behaves the same. However the screenshot seems to show that it is buggy; on some places houses are build and on others not.
