The circling train is heading to the station, but all the routes to that station are blocked. Due to the creation of loops within the junction the train just keeps moving, but if there wasn't a loop in the junction, the train would just be waiting before one of the junction.

this is not a bug, but the train can't leave unless it got a track to drive on. You blocked all available tracks, so you created the deadlock yourself.

Try to read up on how to place signals. It's a topic on the wiki, in the forums and TTDpatch got a similar signal system, so getting the idea from their wiki will work as well
