Road vehicles on one-way roads do not want to use the second, empty side of the road for moving.

It regards to
* normal moving from point to point;
* passing broken vehicles (sometimes it pass broken vehicles, sometimes - not; but in any case it tryes to return to the initial side in any case - see screenshot);
* passing vehicles which are waiting till station be ready to accept them.

A small note about this bug,
this only happens with vehicles of the same type.

I hava attached a savegame where this problem can be simulated.

I can see this problem also. one venicle is broken and a long tail of venicles is waiting to fix. after the first fixed the second (or the third) broken and the queue was waiting again.
