Grantovich opened the ticket and wrote:

The keep_all_autosave setting is effectively ignored if there is no "local company", since it wants to use the name of the company for the autosave filename. This is most noticeable when you're running a dedicated server, a scenario in which keep_all_autosave is very useful to have. Perhaps, if there is no company name to use, the server name could be substituted.
