I have noticed in the attached savegame that if a subsidy is offered and a service created to deal with it, when vehicles reach their destination the subsidy is not awarded. I have noticed this behaviour occurring two or three times at different points in the game in the attached savegame. I am using plain the Linux .deb for OpenTTD 0.6.1.
I should point out that I've only seen this with passenger subsidies where at least one large town/city was involved, and only with trains (I haven't been playing other savegames under 0.6.1 so I cannot say whether it only happens under these conditions, there are merely the common things I noticed). However, as you can see in the savegame attached (the subsidy in question is 'Passengers from Harley to Fronford'), there are no other towns nearby to the two stations, so the passengers in the trains must have come from the correct towns.
If it's any help, as far as I remember, I also observed this behaviour under 0.6.1-RC2 (the savegame was created under RC2).
Maximum distance in any axis (X or Y) has to be <= 9. Distance is measured from station sign to tile above which is town name shown. You have distance 10 in X axis in Harnley.
