I noticed that a road can't be flooded by water when there's road construction going on.
I started to write a patch to fix it, but I noticed it's not as trivial as inserting (or removing) one check, because the Effectvehicle (bulldozer) will still be there and be happily bulldozing the water...
I think there has to be a function introduced to delete an effectvehicle prematurely first.
