Currently, there is an option to decide on whether trains are allowed to turn at stations, or whether they may only turn at the ends of tracks. There should be a similar option for road vehicles when about to leave an inline stop. Not sure if this option should apply to trams as well as road vehicles.

Trams usually don't have the possibility to turn around at stops and in cities the buses usually won't turn around either (they are too long to be able to turn in ordinary street without blocking the traffic for too long). Dual headed trains can turn easily (if there is driver already waiting in the other end, the train can go in the other direction in few seconds after stopping), single headed have to move the engine to the other end to turn (most diesel and electric engines itself are dual headed and even steam engines can run "backwards" - they were ofter operated in that manner too)
So IMHO it should not be possible to turn that way on road.
There are bidirectional trams (in reality). But I wouldn't like to see them making U-turns in the street. On the other hand, the existing trams (in the game) do - except in stations - while in reality requiring a far bigger track loop.
Especially for towns on slopes, it can be irritating providing a place for RVs to turn around, but changing this is not a current goal for OpenTTD, thanks. :)
