Reason for closing: Won't implement

Vehicles tunnel if blocked on stops for long enough afaict. This is a non-issue imho. However I will add a comment to #2738, as all vehicle overtaking is related and complex to address.

Flyspray clean up: closing issues that have no commentary for > 5 years. Thanks for the suggestion.
