Jango opened the ticket and wrote:

If a user has laid track and wishes to lay signals on this track, the easiest way currently of doing so is to drag-n-drop (until auto-signal patch makes its way into trunk). Recently however, a change has taken place in how this works.

Previously, if a user drags the signal builder off the end of the track, the game just built signals up to the end of the track, but now if at any point a signal cannot be built, the whole "signal drag" is cancelled with the error message "cannot build signals here" - from a usability point of view, the former was much more desirable.
