Revamped past 2090 patch (from peter1138) for OTTD.

Most recent diffs can be found @ http://rubidium.student.utwente.nl/openttd/past2090/

Features:
- play starting from the year 0 till about the year 4 million, you can only select 0..5000 as start/end year
- proper leap year calculation, i.e. 1900 is not a leap year, 2000 is.

Currently known 'issues':
- none of significance (savegame/network data cannot be read properly by older clients, but that is obvious)
